We have a three point agreement with the District:
1) The District will provide us with a proper written legal opinion regarding the status of Harbourview Road as a “highway” within the legal definition of the term.
The Harbourview issue is more of an “on-road” access issue, being about the ability to drive an OHV up to the lakes on the road. Although it is being split off from the OHV project, it is still a strategic negotiating asset.
2) The OHV pilot project will be taken back to council for a vote determining whether or not it will be elevated (and funded) as an active District project for 2010/11. What the project will look like is contingent on (1). The project itself has already been approved by council – it’s just a matter of when.
If they vote it on to the back-burner, it will be an election issue. We need to make some noise to make sure that doesn’t happen. It has already been ten years since they took HV.
3) Contingent on (2) District staff will assist and promote a regional/comprehensive OHV plan incorporating OHV use in Sooke area.
We have an agreement with Andy Barry, President of the Sooke Motocross Association, to re-brand the association as a general motorized recreation organization and have it assume oversight of the off-road activities in Sooke.
We have tentatively identified 400 – 600 acres of Crown land within 10 minutes of downtown Sooke that appears to be available for tenure, and the province is currently verifying the status of availability. The location has high elevation views, terrain suitable for every ride type, access to the main trail systems, no watershed implications, and is remote enough that there is practically no possibility of objection from neighbours.
It’s all about as promising as it ever will be, so now we need to build the association membership. Registration is currently free, and there will be first come first serve benefits down the road for early sign-up.
We haven’t re-branded the association yet, so don’t be thinking it’s just a dirt bike club. This is for every ride with a motor (and feel free to pack a mountain bike).
