It's a bit of a challenge to stay on top of all of the forums, so I apologize in advance if I have either missed this one or already done this.
As some of you may be aware, we have successfully made Harbourview a major problem for CRD Parks policy by challenging the OCP consistency and bylaw compliance of the land use within the Sooke municipal boundary. Simply put, they have put a park on property that is not zoned for "park," making it a prohibited use under Sooke bylaws.
With the Sooke and Rural Resource Lands OCPs up for review and finalization this year, as well as the CRD Parks "Strategic Plan" (formerly their Master Plan), I think we finally have a solid position with which to force them to the table and include off-road recreation in the planning language, as well as designating area for it.
Having already voted against the renewal of the land acquisition tax, Sooke council is behind this 100%, and by all indications is ready to tell the CRD to comply with the OCP policy (10.1.11) of designating disturbed lands for off-road recreation or put its park somewhere else.
There's a Facebook group that I am more or less posting the updates to, and we welcome your joining to add to the 1074 members that have supported this push. If the OCP approach works in Sooke, I think we will have a law based model that will work anywhere in BC.

I noted the IRC on the invitation list for an upcoming parks meeting, and I congratulate and thank the IRC members who invested their time, energy and money to lay down the groundwork for our current position. I look forward to meeting your delegates in person, and by all means send me an email!
