Posting this question I received - I have no experience with Ramseys. Anyone else?

I have a 10 year old 8000 lb Ramsey truck winch. It seems to be jam whenever I try to power out line. I can power in line with no problems. I can freespool with no problems. I have taken the winch apart and can not figure out why the spool jams when I try letting line out under power. It appears to be a stuck brake in the drum but I am not sure.
I am writing to find out who would be the best person or business for me to contact. Who in the Victoria area knows how to work on winches and particularly Ramsey winches? Who do you recommend I contact as person who could isolate the problem and then can fix it.
